Tournament Rules
LAWS OF THE GAME
All games will be played in accordance with the laws of USYSA and FIFA except as noted below.
PLAYER/TEAM ELIGIBILITY
Players must be born on or after August 1st of the following years:
(U-9 2002) (U-10 2001) (U-11 2000) (U-12 1999) (U-13 1998) (U-14 1997) (U-15 1996) (U-16 1995) (U-17 1994) (U-18 1993) (U-19 1992)
A player may play for only one team in the tournament. All teams must be registered with a state USYSA or USSF affiliate.
All players must have a USYSA or USSF affiliate Player Pass Card that is valid for the current playing year - no other form of identification will be accepted.
Players MUST be on the team’s tournament roster in order to participate. If violation is determined during a pre-medal round match, the match in process and all previous matches will be forfeited. If the violation is determined during a medal match, the match in process and future matches will be forfeited (the results of the previous matches will stand).
Each team is allowed a maximum of six (6) guest players.
· U-9/U-10 will have a maximum roster of 12
· U-11/U-12 will have a maximum roster of 16
· U-13 to U-15 will have a maximum roster of 18
· U-16 to U-19 will have a maximum roster of 22
· U-9/U-10 will play 6 v. 6
· U-11/12 will play 8 v 8
· U13 and above will play 11 v 11
Roster changes must be approved by the Tournament Director during the course of the tournament. A minimum of seven players constitutes a team.

REGISTRATION REQUIREMENTS
Copy of current USYSA or USSF affiliate state approved roster on file with the Tournament Registrar with any guest players listed at the bottom. A current USYSA or USSF affiliate Player Card for each player. A completed MEDICAL WAIVER FORM signed by each player’s parent/guardian submitted to the Tournament Registrar at check-in. All out of state teams must provide a copy of their Travel Permit to the Tournament Registrar at check-in.
MATCH INFORMATION
All teams must report to the Field Marshal for check-in 20 minutes before each scheduled match. The Field Marshal will conduct an equipment and player pass check.
A match will be considered a forfeit if a team is more than five minutes late for a scheduled match; refuses to field a team when the referee indicates that the match is to begin; or if a team quits a match before its conclusion.
In the event of a forfeit, the score will be 3-0 and the winning team will be awarded 3 points. A team forfeiting a match is disqualified from the tournament.
LENGTH OF MATCHES
30-minute halves with a 5-minute halftime (25-minute halves for U9 & U-10). This may be changed at the discretion of the Tournament Director.
All matches will be running time except for a major delay, e.g. serious injury. U-12 and younger will use a #4 ball; U-13 and older will use a #5 ball.
The team listed first on the match schedule is the Home Team; the Home Team provides the game ball (if tournament balls are not available) and kicks off; the Visiting Team will receive and defend the north or east goal.
UNIFORMS AND EQUIPMENT
The Home Team will change jerseys if the referee determines there is a conflict. All players must wear shin guards covered with socks. No jewelry allowed.
Players with a hard casts are not permitted to play, unless the cast is covered with 1 to 2 inches of protective foam. Those players must contact the tournament director directly before the tournament and pass a visual inspection at the referee tent prior to playing their first Blowout match.
SUBSTITUTIONS
UNLIMITED with the referee’s consent prior to the substituting team’s throw-in or corner kick and opposing team may also substitute; prior to either team’s goal-kick; or after an injury requiring an attendant. The injured player must be substituted (not including goalkeeper), and the opposing team may substitute a like number.
DISCIPLINE
Any player or coach receiving a red card will be suspended for the remainder of the match, and the next match. Two yellow cards in the same match equals a red card. The coach must report to the Tournament Director to determine eligibility for any player or coach receiving a red card.
TEAM/SPECTATOR
Both teams will be on the same side of the field. Team access will be designated. All spectators will be on the other side of the field, three yards back from the touchline.
Coaches are responsible for the conduct of players, parents, coaches, and spectators at all times and locations during the tournament. Alcohol is strictly prohibited at the Dubuque Soccer Complex and by ISA policy. No pets allowed at the Dubuque Soccer Complex!
Harassment of the referees is unacceptable and may lead to the clearing of the area of spectators or coaches and/or suspension of play. The Tournament Director will then decide the outcome of the match if suspended.
SCORING SYSTEM — Win = 3 Points; Tie = 1 Point; Loss = 0 Points.
QUALIFICATIONS FOR TROPHY MATCHES
Top teams with the most points in each pool of the group advance. Pools with only four or five teams, the final standings will be based on points earned in pool play. (Awards to all U9/U10 players.) If you play a cross pool game it will count towards your overall standings.
Tiebreakers will be (in order): head-to-head competition; goal differential (up to a maximum of +/- 3 per game); fewest goals allowed; most goals scored; penalty kicks. Once a tie is broken between multiple teams then the tiebreaker starts over between remaining teams.
In trophy match games only, if a game ends in a tie the teams will play two 5-minute golden goal overtime periods. If still tied after overtime, penalty kicks will be taken to determine the winner. A coin flip will decide which team shoots first; first round is 5 vs. 5, each team alternating penalty kicks. Second round is sudden death, each team alternating penalty kicks.
TOURNAMENT COMMITTEE
The tournament rules committee consists of the Tournament Director, Referee Coordinator and DSC President.
The Tournament Committee reserves the right and authority to: group age divisions based on team availability; relocate and/or reschedule match times; reduce up to half the duration of matches; cancel preliminary matches which have no bearing in deciding group and/or division winners; decide the final tournament standings and trophy winners.
The decisions and/or interpretations of the Tournament Committee and the referees are final. No protest will be allowed.
CANCELLATION POLICY
Refunds, if any, due to cancellation of the tournament or games, shall be at the discretion of the Tournament Committee.
